The outdoor graduation ceremony at Herbert Hobart University is stiflingly hot, but Elena sweats it out to receive her honorary degree. Then things really heat up—as trees and shrubs around the campus start exploding, injuring eight people. As a serious drought threatens the life and health of the poor Los Santos desert dwellers, it seems that a guerrilla war is being waged against anyone who wastes water—and the university’s lush greenery and sprinkler system make it a prime target. More bombs detonate throughout the city forcing Elena into a race to stop the bomber before the entire city explodes.
